You have three quotes in different formats, a Ukrainian visa application to complete, and little time to spare. Do not start with the premium. A low price cannot rescue a policy that misses your itinerary, excludes the event that concerns you, falls below a visa minimum or caps a benefit too tightly.
Ukraine is under martial law and active armed conflict. Insurance does not reduce physical risk. It responds only within its terms. Before you buy, mark each worksheet cell Pass, Fail or Confirm. A Fail removes a quote. Confirm means ask a precise question and do not treat the quote as a final option until you have an answer.
The policy terms, legal position and travel advice discussed here were checked on 24 September 2026. For a 2027 trip, recheck the current territorial list, the wording attached to your quote, your own government's advice and the consulate's current requirements.
1. Test the territory before every other headline
Open the certificate, full policy terms and quote summary for each option. Find the territorial definition and copy it into the first row. A label such as Europe is not enough. You need to know whether Ukraine is named and which exclusions apply there.
The worked Extended policy shows how quickly this can disqualify a quote. Its territory is Ukraine, except areas of active hostilities, territories temporarily occupied by Russia on the list maintained by Ukrainian authorities, places within 50 km of those areas, and areas subject to a special entry, stay or exit regime. It does not cover injury sustained or treatment received outside that territory. The official list changes. Check it immediately before purchase. Ask the insurer how the exclusions apply to each planned destination and route. Do not assume a train journey near an excluded area remains covered. Ask how the territorial term applies to transit on that route.
Record government-advice conditions separately. The UK advice is regional, with warnings against all travel to parts of Ukraine and all but essential travel to other parts. Australia has an overall Do not travel advisory for Ukraine, while Canada says to avoid all travel to Ukraine due to the Russian military invasion. For a policy connected to the UK, the FCDO says travel against its advice could invalidate insurance. Add any advice-related condition from each quote to the territory row. Indian applicants should also check current advice from their own ministry.
This is not a safety map. It is a coverage test. A territorial Pass means only that the itinerary appears to fit the wording when you check it.
2. Fill one worksheet, using the same fields for every quote
Use the same seven checks for all three tabs. Mark Pass where the document meets your stated requirement, Fail where it does not, and Confirm where wording or a certificate-specific detail needs an answer. The completed column is a worked record for the Extended plan, not a recommendation.

Set aside every Fail. Flag every Confirm. Compare price only among quotes with complete documentation.
3. Treat war cover and territory as cumulative tests
Classify war wording exactly as it appears: silent, excluded or an affirmative grant. Silence is not an affirmative grant. In the worked policy, Extended covers passive war risk. That includes injury as a civilian bystander in a conflict-related event, treatment for indirect effects of hostilities, emergency evacuation from an affected area, and hospitalisation for civilian injuries from explosions or shelling.
That grant does not remove territorial carve-outs. For a claim to fit, the event must fall within passive war risk and the place of injury and treatment must meet the territorial terms. The active-hostility, occupied-territory, 50 km and special-regime exclusions still apply. Now convert headline sums into one currency. Standard has 100,000 UAH, approximately €2,000. Extended has €30,000. If the applicable visa requirement is €30,000, Standard is a Fail and Extended passes that numerical test. That does not establish that either policy meets every other visa or trip requirement.
Read sub-limits alongside the headline sum. Standard's approximately €2,000 sum does not make €2,000 available for medical transport: medical transport has its own €120 cap. Emergency medical care has a separate €250 cap. It also has €500 for COVID-19 treatment, €400 for hospital treatment for up to 10 days, and €2,000 for repatriation of remains. Do not add these figures together or substitute one for another. Compare the same named benefit across all three columns. For Extended, obtain the applicable benefit schedule rather than importing Standard's limits.
4. Compare exclusions against your own ordinary plans
Use this row to test what you expect to do, not only dramatic scenarios. The worked policy excludes injuries from any sport or physical exercise. If you plan a morning run, gym session or other exercise, mark the cell Confirm and ask the insurer how it treats that activity. Do not assume routine activity falls outside broad wording.
Apply the same approach to medication and recent treatment. A flare-up of a condition treated or medicated in the six months before the trip is excluded unless it threatens life or permanent disability and the assistance company confirms it. For long-term conditions such as diabetes, cancer and tuberculosis, emergency care is available for up to five days per event. Ask the insurer in writing whether your medical history triggers either term and whether it can confirm its response before you buy.
Record the intoxication rule, which applies where medical records confirm alcohol or drug intoxication. Record separately that independently organised repatriation is excluded. Terrorist acts recognised by authorities are excluded unless the contract provides otherwise. Ask: does the insurer classify an injury from a named scenario under the terrorist-act exclusion, passive war risk, both or neither? Ask it to identify the relevant wording, territorial condition and benefit limit. That is more useful than asking generally whether war cover applies.
Planned treatment, routine check-ups unrelated to an acute illness or accident, and services outside licensed medical facilities are also excluded. Mark any service you may need and compare the answer across the quotes.
5. Compare the claims route, not just the benefit label
Fill the claims row with four fields for every quote: when you must contact assistance; whether treatment or transport needs approval; the deadline after self-payment and the event that starts it; and any originals requirement. A benefit is not directly comparable until these administrative conditions are clear.
Under the worked policy, contact the assistance service immediately, follow medical instructions and allow the insurer to investigate. If you pay yourself, send the full document set within 30 calendar days of seeking care. The certificate contains the assistance details. Confirm with the certificate or insurer whether originals are required and how any approval rule applies to proposed treatment or transport.
Keep records that support the claim, including medical documentation, invoices and proof of payment where relevant. 6. For an Indian visa application, separate two decisions
Many visa applications, including those from India, require insurance with a €30,000 minimum. First, ask whether the sum insured meets the stated threshold. In the worked comparison, Standard fails that test and Extended passes it. They are not alternatives where a €30,000 requirement applies.
Second, consider the evidence. Ask the Ukrainian consulate handling your application to confirm its current insurance requirements: policy dates, minimum amount, territorial wording, certificate format and traveller details. Ask whether the certificate needs specific wording about Ukraine or another feature. The consulate, rather than an insurer or blog, can confirm what it will accept for your application. General entry rules differ from a visa-document test. Ukraine's current insurance law does not generally make travel insurance compulsory for foreign visitors, though border officials may ask for proof. Your visa application may still impose its own insurance evidence requirement.
Finally, check purchaser eligibility and dates. These policies run from 3 to 180 days, insure non-residents travelling lawfully in Ukraine, and cannot be bought online through the form by travellers aged 70 or over. If visa dates may change, ask before payment whether the policy can be amended, what fee or process applies, and whether an amendment changes any war-risk, territorial or certificate terms.
7. Price only the surviving quotes
Price comes last because it compares purchase units, not coverage quality. Use the same travel dates, number of travellers and add-on choices. Label an annual policy's full annual purchase price separately from a single-trip price. Check its per-trip duration limit before retaining it. Compare what you would actually pay for this journey. Do not divide an annual premium into an imagined trip price or assume future trips.
Also state whether the quote is per traveller or for the party, and record the deductible. The worked policy has no deductible. For a one-week trip, Standard is €7.88 and Extended is €12.66, a difference of €4.78. Where a €30,000 visa minimum applies, Standard has already failed the numerical test. The €4.78 is not a choice between equivalent visa options, nor is it the price of war cover alone: the plans also have different sums insured.
An Enhanced War & Radiation add-on is offered at checkout and multiplies the premium by 3.5. Put it on a separate line. Do not assume it is needed or has a particular scope. Ask the insurer which events it adds beyond Extended, how radiation cover operates, and whether it changes territorial or claims conditions.
